The process is to be gradual and will require political and financial reforms including a war on corruption.
Revolutions in the Middle East and North Africa are a historic opportunity to fulfill citizens' wishes for political freedom and financial opportunities, the president is expected to say.
Obama will add that after years of tensions, ending the war in Iraq and the elimination of Osama bin Laden were a chance for the US to turn over a new leaf in the Middle East."
Editors Note: "I must say that the concept says really great! In this era of 15 Trillion Dollar deficits, the 1 Billion actually sounds like chump change (and its coming mostly from debt forgiveness?). Sounds like Obama has figured out his upcoming sound bytes on this one real well!
